Class Notes:
The Minneapolis Mississippi Riverfront is, arguably, the birthplace of the city and a central place for its revitalization in the 21st century. Using a combination of lecture, discussion, and at least one individual site visit, students will explore how this has been and remains a place of power, both for the Dakota people who have lived here for millennia and also for the industrialists who created world famous food brands such as Pillsbury and General Mills. Class assessment will be based on a series of posts and responses to discussion prompts on the course web site and on a student project that explores how a particular site exhibits the layers of this complex landscape.

How do public managers and leaders choose which policies and programs to advance given time and resource constraints and competing public interests? Managers rely on a patchwork of considerations, including agenda alignment, evidence, equity, implementability, and more, information that is often provided to them through staff analysis and recommendations. This course will help you understand these considerations and use them to develop and effectively communicate thoughtful analysis and recommendations to facilitate decision making at all levels of government. Whether you raise these points through a passing comment at a meeting or a complete policy briefing document, public managers and leaders will have more of the information they need for your department to more efficiently, equitably, and effectively serve residents.
