Critical policy analysis of educational innovation and reform in selected countries. Use theoretical perspectives and a variety of policy analysis approaches to examine actual educational reforms and their implementation.
Class Description:
This is a very practical course for working in international development, comparative education, or international education focused on how to use frameworks / models to guide research, proposals, assessments, and program design. Participants develop policy analysis skills to critically analyze specific examples of educational innovation and reform. The course is organized around a set of readings, class discussion, and selected country case studies. Its central purpose is to use (a) theoretical models and frameworks regarding education and development and (b) a variety of policy analysis approaches to examine actual educational reforms and their implementation. Course goal and objectives The overall goal for this course is to familiarize and provide practice with feedback on how to use models and frameworks in research, evaluation and professional practice. This course is designed to enable students to develop the following skills: 1. Policy analysis skills - identify the components and considerations in a policy, such as Problem identification, Solution / Policy alternatives, Process to identify solutions to problems, Contextual factors, - and analyze a context and identify policy alternatives to inform practice; - incorporate contextual variables (historical, social, cultural, political, economic factors) into the analysis. - Identify possible alternatives for policy interventions - apply models (also called frameworks) to serve as a guide to inform questions and considerations at various stages in the educational reform process; 2. Theoretical skills - identify and analyze the various factors which influence the designing and implementation of educational policies; - study how theory informs or is integrated into practice. 3. Policy critiquing skills - identify and analyze the basic assumptions and conditions which underlie an educational innovation and reform; - compare reform efforts; - study the implementation of educational reforms; and, - assess the proposed aims and actual consequences of educational reforms. Particular emphasis will be on introducing students to a variety of theories and conceptual frameworks that can be useful in analyzing education issues in international contexts (though these theories and frameworks apply equally well to domestic contexts).
